AI TOOLS ARE ALREADY IN USE THE SKILLS TO USE THEM SAFELY AREN'T

Shadow AI is rife, governance is absent, and sector analysts predict that AI assurance will soon be as expected as safeguarding policies. The Housing Ombudsman is already monitoring AI closely, referencing its growing use in service delivery and data governance. Ignore this gap at your peril. 

Across the UK, AI is outstripping organisational control. Over 90% of housing providers have experimented with generative tools like ChatGPT and Copilot, but fewer than 4% have embedded them at scale. Staff are deploying AI without oversight, without training, and often without their employer's knowledge. This silent rollout is not innovation. It is a compliance risk hiding in plain sight. Most are operating in a policy vacuum where informal use breeds inconsistency, confusion, and catastrophic exposure. 

Many providers have turned to free, generic training from tech firms. But research consistently shows that 60-90% of training fails to transfer to the workplace, especially when it is not role-specific or contextually integrated. In housing, only 6% of staff report access to any AI training, and only around 1 in 4 staff feel confident using AI tools. This lack of confidence directly translates to operational and compliance risks - from Awaab’s Law obligations to sensitive tenant communication.
